Conclusiones de las cumbres
Por: Óscar Ugarteche: La semana del 26 al 30 de enero sesionaron en paralelo, una vez más, las cumbres económica y social mundiales. Una en Davos, Suiza, y la otra en Belem do Pará, Brasil. En común tenían la incertidumbre sobre la magnitud y el fin de la crisis. Para los de Davos, después todo volverá a ser lo mismo; para los de Belem, todo será distinto.

La crisis económica iniciada en Estados Unidos ha alcanzado a
Latinoamérica y se expresa tanto en el plano financiero como en el
productivo. En los últimos meses se repiten noticias similares en casi
todas las capitales. Las exportaciones comienzan a caer por la
reducción de las compras en los países industrializados,
simultáneamente con un descenso del precio de los principales productos
exportados por América Latina. El crédito disponible es escaso y las
capacidades de maniobra de los gobiernos se estrechan.
El siguiente librillo es un esfuerzo por reflexionar y analizar lo que vendría siendo la primera crisis del S. XXI.
Muchos gobiernos de América Latina han insistido que sus países se encontraban “blindados”
frente a la crisis global. Expresando un gran optimismo, en lugares como México, Argentina,
Chile, Perú y Colombia, se repetía que las economías nacionales continuarían creciendo,
mientras la crisis estaría restringida a los países ricos. Pero con el paso de las semanas es
evidente que el descalabro financiero está afectando a América Latina, y las ideas del “blindaje”
se están derrumbando.
The International Monetary Fund is currently a problematic institution. A brief enumeration of the principal, commonly perceived problems includes the following:
What are the underlying factors shaking the very foundation of one of the pillars of the international financial architecture? What strategic and managerial reforms would be necessary to allow the IMF to address the most pressing challenges to economic and financial stability? And fi nally, what can be done within the governance structure of the Fund to make it more representative of all segments of its membership?
Serious efforts to reform the international financial system must consider the broad lessons of the current crisis for financial market regulation, specific steps to take to make future financial stability more likely, and the reshaping of the international financial system, including its architecture and governance, so that it better serves the needs of the underlying real economy. Such efforts should begin with the recognition that the social costs of financial instability on the emerging market and developing economies are immense.
